Coat chicken pieces in flour, then egg then press into the panko. Arrange on a parchment lined baking tray. Bake for 30 minutes until golden brown.
Meanwhile, in a large sauce pan, melt butter over medium heat, add hot sauce, honey and pepper. Bring to a boil and let thicken just slightly. Toss chicken in sauce to coat.
Make a blue cheese dressing by whisking sour cream, mayonnaise, lemon juice, salt pepper, blue cheese,1 tbsp chopped chives until combined.
Top lettuce cups with buffalo chicken, followed by blue cheese sauce, chopped celery and chives.
